| Living Environment Council of Ministry of Health and welfare on October 30,came to fix the outline of Waste Diposal and Public Cleansing Law revision onthe new standard of final disposal. Details of the revision includes thestandard reconsolidation of the least controlled items transport control,regular inspection structure of controlled landfill sites and others. |

| National Industrial Waste Management Association on October 23, installed a newvoluntary gIncneration Standard for DXN emission control". Especially in theways of structure, operation and mechanical maintenance, 4types (rotary kiln/fixed grate/mechanical stoker, fluidized bed in-water incinaration andgasification) of incinarators are to be proposed. |

| AOMORI RENEWABLE ENERGY RECYCLING(Aomori) reported its planning that it wouldprocess industrial waste(sludge, plastic waste etc.) and generate electricityby the largest scale pyrolysis gas-melting plants. The plants are of EBARA, andtheir total max. capacity is 450 tons per day. They are scheduled to start inOctober of 1999. |

| In Yatsushiro City of Kumamoto Pref. a re-purification program of the pollutedsite by illegal dumping of industrial wastes is to be started by this April, andwill be completed within 1998 fiscal year. This case is precious prior to thereconsolidation of law. The landfill site impacted by 70,000 tons dumping isestimated to cost J\300,000,000 to be recovered, and this can be finally sharedby aprx.100 companies which were generating wastes. |

| Tokyo Pref. will start its new couter measure, gTOKYO RULE", to industrialwaste management control in April of 1998. This goal is to install a clearsupervise system preventing both waste management-disposal companies and wastegenerating companies from illegal action. Tokyo Pref. plans to inspect thewaste flow not only to intermediate processing facilities but to final disposaland recycle institutions and confirms the details about transportation,consignment, cost tendency and others. |

| Osaka Pref., on Nov. 14, brought a original guideline on incinerations for thepurpose of DXN control. This made the legal standard for incinerator settingauthorization stricter and the minimum size of them are changed from 50kg(Osaka level) per hour capacity than 200kg(national level). |

| Related to the gnation-wide" DXN problem boycott movement against incineratorsis spread among schools and public institutions. Previously Dr. Hideaki Miyataof Setsunan Univ.(Osaka) has already pointed the serious toxicity of DXN andanti-incineration policy proposed by the Ministry of Education in 97' autumnalso drew this movement. |

| In order to compostize and recycle food waste of the domestic food industry andsupermarkets a new official group gJapan Recycle Members", was set by privatewaste management enterprises in Dec. of 1997. Original organizer is a R & Dinstitution on composting sponsored by the Ministry of Agriculture and Forestryand Fisheries. The members are reaching aprx. 30 companies. |

| NKK announced its business expansion in the field of waste management. The planhas two projects @Mitsui Bussan's joint capital to NKK's affiliated company,NK Kankyo(waste management company) ANK Kankyo's co-work with a major Germanwaste managemnet company for electric appliances recycling. |

| Final disposal company group Daiyu Giken Doboku(Hiroshima) and Kamishima Giken(Hiroshima), simultaneously attained ISO 14001. Both sites of them arecontrolled landfill sites, and each capacity is 1,600,000 cubic meter and3,000,000 cubic meter. Periodical pin-point inspection, reserch and environmentassesment on waste will be provided. |
